On December 31, 2025, it was published in the Official Gazette the MINISTERIAL DECREE N.325 OF 12/12/2025 that regulates the circulation bans of vehicles used for the transport of goods, with a maximum authorized total mass exceeding 7.5 t, on extra-urban roads, on days particularly critical for road traffic. The calendar of bans does not apply to road tractors when traveling without a trailer, on the return trip to the base or to go to the location of coupling a semi-trailer.
The Decree introduces a whole series of cases differentiating them based on the specific case and specifically:
Facilitations for vehicles to/from abroad
- For vehicles coming from abroad, equipped with suitable documentation certifying the origin of the trip and the destination of the load (CMR), the start time of the ban is postponed by four hours.
- For vehicles coming from abroad with a single driver, if the daily rest period ends after the start of the ban, the four-hour postponement starts from the end of the rest period.
- For vehicles heading abroad, equipped with CRM, the end time of the ban is advanced by two hours.
Facilitations for vehicles to/from Sardinia
- For vehicles coming from Sardinia, equipped with documentation certifying the origin of the trip and the destination of the load, the start time of the ban is postponed by four hours.
- For vehicles heading to Sardinia with valid documentation, the end time of the ban is advanced by four hours.
- For vehicles circulating in Sardinia, coming from the rest of the national territory, provided they have valid documentation, the start time of the ban is postponed by four hours.
- For vehicles circulating in Sardinia, heading to the island's ports to board ferries heading to the rest of the national territory, provided they have suitable documentation certifying the destination of the trip and a travel title for boarding, the ban does not apply.
Facilitations for vehicles to/from Sicily
- For vehicles circulating in Sicily, coming from the rest of the national territory, except for those using the ports of Reggio Calabria and Villa San Giovanni and whose itinerary originates in Calabria, provided they have documentation certifying the origin of the trip, the start time of the ban is postponed by four hours.
- For vehicles circulating in Sicily, heading to the rest of the national territory but not using the ports of Reggio Calabria and Villa San Giovanni and heading to Calabria, provided they have suitable documentation certifying the destination of the trip and a travel title for boarding, the ban does not apply.
- Except as provided by the two preceding points, in order to take into account the difficulties related to the ferry operations to and from Calabria through the ports of Reggio Calabria and Villa San Giovanni, for vehicles coming from or heading to Sicily, provided they have suitable documentation certifying the origin and destination of the trip, the start time of the ban is postponed by two hours and the end time of the ban is advanced by two hours.
Facilitations for intermodal transport
- For vehicles heading to interports and intermodal terminals that transport goods destined for abroad, provided they have suitable documentation certifying the destination and the documentation for the continuation of the journey by rail, the end time of the ban is advanced by four hours. The advancement also applies in the case of vehicles transporting empty cargo units.
- The ban does not apply to vehicles used in intermodal road-sea transport, heading to the ports to use the maritime routes and to vehicles used in intermodal road-rail transport having origin and destination within national borders, provided they have suitable documentation certifying the destination of the trip and a travel title for the ship or train.
- The ban does not apply to vehicles heading to or coming from national and international airports that transport goods intended for air transport, provided they have suitable documentation.
- The ban does not apply to vehicles used in combined road-rail transport (combined rail), or road-sea (combined maritime), provided they are equipped with suitable documentation certifying the destination or origin of the cargo and a travel title for boarding. The part of the initial or terminal journey made by road may not exceed 150 km in a straight line from the port or the boarding or disembarking railway station in any case. The part of the journey made by rail, navigable waterway, or sea must be greater than 100 km in a straight line.
The ban DOES NOT apply to the following categories:
- Transport of perishable goods: fresh fruit, vegetables, milk, meat, fish, etc… (provided they are not frozen)
- Transport of live animals: chicks intended for breeding, live animals intended for slaughter, live animals coming from abroad, animals intended to compete in competitive events, bees, etc…
- Transport of urgent products: supplies intended for in-flight catering services on aircraft or engines and spare parts for aircraft, supplies of food or goods intended for other services essential to the activities of the merchant navy, newspapers, daily and periodical publications, medical supplies.
Conditions for circulation in derogation of the ban
The Prefectures may authorize exceptions to the ban exclusively in the following exceptional cases:
- transport of food intended for livestock;
- transport of materials and equipment directed to or coming from construction sites for the realization of works of national interest;
- transport of products from continuous cycle industry;
- circulation of vehicles used for the conduct of fairs and markets;
- circulation of vehicles used for the conduct of live shows and sporting events;
- circulation of exceptional vehicles or transports in conditions of exceptional nature, limited to specific authorizations for single trips whose transit cannot be scheduled outside the period of validity of the ban, or possibly cannot be interrupted. In the previous cases, the interested parties can submit a request to the Prefecture for authorization to circulate in derogation of the ban, at least ten days before the scheduled departure date.
Circulation in derogation of the ban for vehicles used in the context of the Milan - Cortina 2026 Winter Olympic and Paralympic Games
From January 1 to March 31, 2026, circulation in derogation is allowed for vehicles transporting goods for needs related to the conduct of the Winter Olympic and Paralympic Games, provided they have appropriate documentation.
