THE SITUATION AS OF JUNE 29, 2022 FOR THE CQC DUPLICATE
As is known, all certificates expiring between January 31, 2020, and March 31, 2022, have retained their validity until June 29, 2022, and, as specified in the Ministerial Circular No. 39841 of December 27, 2021, among these are the documents proving the qualification CQC issued in Italy. This has led many drivers to wait for the renewal and ultimately to submit a significant number of CQC renewal applications close to the expiration of the ministerial extension.
As a result, there has been an unusual increase in the workload for the UMC (Civil Motorization Offices) and the processing of submitted applications and the issuance of the CQC duplicate does not realistically appear possible to be completed by June 29, 2022.
Therefore, considering the necessity for professional drivers to carry out their activities once they have fulfilled the obligation to attend a periodic training course, and pending the issuance of the aforementioned duplicate, it is necessary to foresee the possibility of allowing them to drive vehicles with a “provisional driving document.” This document will be issued by the driving school or automotive consulting firm that submitted the renewal application for the validity of the CQC.
CHARACTERISTICS OF THE PROVISIONAL DRIVING DOCUMENT:
- The provisional driving document, temporarily replacing the CQC, indicates:
– the personal details of the driver (name, surname, date and place of birth, tax code)
– the number of the CQC expired for which a renewal request has been formalized;
– the UMC where the related request was submitted;
– the date of formalization of the request;
– the operational brand number with which the request itself was acquired into the operating system;
– the date of issuance of the provisional driving document;
The document must bear at the bottom a substitute declaration of notoriety that the person who submitted the request must sign digitally.
The provisional document thus issued and signed must be delivered in copy to the holder of the CQC and kept by the entity that issued it.
In cases where the request for the issuance of a duplicate of the CQC has been submitted by the interested party directly to a UMC, the provisional circulation permit may be requested at the same.
The provisional driving permit referred to in the circular:
– may be issued for renewal requests of the CQC validity formalized by no later than August 31, 2022;
– is valid until the date of issuance and delivery of the renewed CQC duplicate in validity and in any case no later than six months from the date of issuance.
